I'm trying to get this for my father-in-law who is from Estonia and is a huge hockey fan. Any help would be appreciated! If a team makes the Olympics, chances are you will be able to get a jersey for them. Belarus and Latvia are good examples of that. I had to order my Latvia jersey from the Czech Republic through World Championships online store during the tournament, which was then taken offline shortly after the competition ended, so it's not available year round. Last year with the championships in Moscow, they only offered Russian products and would only ship within Russia. If a team makes the World Championships A pool, you might see one sold publicly. Kazakhstan and Ukraine fit that category. I've never seen those available on a commercial web site or catalog, but have seen about one a year on ebay or pictured in the occasional collectors web site. Any country that falls below that level, I'd honestly say is going to be either a non-authentic jersey, in other words not a Nike and probably a real mediocre quality, or just flat out impossible. I'm sure I could ask him, although this is meant to be a gift for him, so I'd probably prefer to avoid bugging him about this unless I have no other option.
